Where the talent is: mapping engineering supply in our first three quarters

Application and assessment data from 9,240 engineers across 38 countries. This is a snapshot of who is reaching us, not a census of the market, and the distribution is not what most hiring plans assume.

Key findings

What the data shows

  1. India is the largest single source of assessed senior supply at 27% of our pool, followed by Eastern Europe at 15% and Latin America at 16%.
  2. Latin America grew fastest across our three quarters, up 81% in absolute senior supply. Brazil, Colombia and Argentina together now contribute more senior engineers to our pool than the whole of Western Europe.
  3. Nigeria, Kenya and Egypt grew a combined 94% over three quarters from a small base. It is far too early to call that a trend, but it is the steepest movement we can see.
  4. Regional pass rates are close together. The gap between the highest and lowest regional pass rate is 7 points. Where someone is from tells you very little about whether they will clear a technical bar.
  5. Supply of AI-native senior engineers is concentrated: five metropolitan areas account for 41% of that segment, against 19% for engineering supply overall.

Hiring plans are built on mental maps of where engineers are, and those maps update slowly. We still meet companies whose offshore strategy is a 2018 map of India, and companies whose Latin America strategy consists of the phrase nearshore and no specifics.

This report maps assessed supply: not job postings, not profile counts, but engineers who actually sat a standardised assessment and cleared a fixed bar. 9,240 of them across 38 countries, over the first three quarters Engagetal has been operating.

One caveat belongs at the top rather than buried in the methodology. This is a map of who reached us. A young company with a young marketing footprint sees a distorted slice of any market. Treat the shares below as a description of our pool and the growth rates as provisional.

India is the largest single source

India contributed 27% of our assessed senior supply, the largest share by a wide margin, followed by Latin America at 16% and Eastern Europe at 15%.

The more interesting pattern inside India is distributional. Bengaluru, Hyderabad and Pune account for the bulk of it, but tier-two cities such as Kochi, Coimbatore, Indore and Jaipur made up 23% of our Indian senior supply. Remote work moved opportunity outward faster than anyone relocated, and our own applications reflect that.

Shares are of assessed senior-band supply, not of applications. This reflects who reached us, which is shaped by where we have marketed and where our early customers hired. It is not a measure of where engineers exist.

Latin America is growing fastest

Latin American senior supply grew 81% in absolute terms across three quarters, the steepest of any substantial region. Brazil, Colombia and Argentina together now contribute more assessed senior engineers to our pool than all of Western Europe.

The driver is straightforward: North American companies find that a four to six hour overlap with a team in Sao Paulo or Bogota is operationally very different from a two hour overlap with a team twelve time zones away. Demand pulls supply into the market, and the supply was already there.

Argentina is the case worth watching. Currency instability has made local salaries volatile in a way that pushes engineers toward dollar-denominated remote work, and the country punches well above its population in our senior pool.

Growth across three quarters

Some of this growth is our own visibility improving in each market rather than the market itself moving.

Any hiring filter that screens by country before it screens by evidence is discarding a large amount of qualified supply for very little information.

Africa has the steepest climb from the smallest base

Nigeria, Kenya and Egypt grew a combined 94% across three quarters. The absolute numbers are modest and the base was tiny, so the percentage flatters the change. We report it because the direction is consistent across all three markets, not because three quarters proves anything.

Lagos and Nairobi in particular show a rising share of applicants with product experience rather than agency experience, which matters more for senior roles than almost anything else on a CV.

We would flag one caution. Infrastructure reliability remains a live constraint in several of these markets, and it is a legitimate thing for a hiring team to ask about directly rather than to assume either way.

The bar itself did not move over this period, except for the threshold change described in report ER-2026-02, which is adjusted for here. The spread between the highest and lowest region is 7 points.

Region barely predicts passing

Figure 3 is the result we consider most important in this report, and the one that gets the least attention when we present it.

The spread between the highest-passing and lowest-passing region is 7 percentage points, from 28% to 21%. That is a narrow band. It is narrower than the variation we see between individual universities inside a single country, and far narrower than most hiring teams appear to assume.

Region is a weak predictor of whether an individual engineer will clear a technical bar. Any hiring filter that screens by country before it screens by evidence is discarding a large amount of qualified supply for very little information.

The one thing that is concentrated

Against all of this, AI-native senior supply is an outlier. Five metropolitan areas, San Francisco, Bengaluru, London, Tel Aviv and Beijing, account for 41% of engineers who clear our senior bar and show demonstrated production AI work. For engineering supply generally the top five metros account for 19%.

This is a scarcity that reflects where the work has been happening rather than where the talent could be. We expect it to disperse in the same pattern every previous specialisation has followed. For now, it is the one area where geography still tells you something real.

Methodology and limitations

Sample: 9,240 engineers who completed a full Engagetal assessment between September 2025 and June 2026, across 38 countries. Region of residence is self-reported and verified against payment and identity records at placement.

  • This is our pool, not the market. Engagetal was founded in August 2025. What we observe is shaped by where we have marketed, which communities we reached first, and where our early customers wanted to hire. Growth in a region partly reflects growth in our own visibility there and we cannot cleanly separate the two.
  • Senior bar. A fixed composite threshold held constant across the period, except for the threshold revision documented in ER-2026-02, which is adjusted for in all time-series charts here.
  • Share against absolute. Figures 1 and 3 show shares and rates; Figure 2 shows absolute counts indexed to each region own base. These tell different stories deliberately, and share alone is misleading.
  • Regional grouping. Necessarily coarse. Africa pools markets with very different conditions; do not use the row for a single-country decision.
  • Limitations. Three quarters is not a trend. Several regional cells contain fewer than 200 assessed engineers. Treat trajectories as directional at best.
